It has further been suggested that in these

cases free maintenance in Government Medical Institutions

should also be allowed. But I see no reason to recommend

this; and I think that a distinction should be drawn between

the cost of medical treatment and nursing, which should not

be charged, and the cost of maintenance and medicines, which

should be charged. I should be glad to have your ruling on

this point also.
